Current Status of Aadhaar-PAN Linking
- The original deadline to link Aadhaar with PAN was extended multiple times — the final deadline was June 30, 2023 (with a ₹1,000 fee for late linking)
- PANs not linked with Aadhaar as of July 1, 2023 have been made inoperative
- Inoperative PAN can still be reactivated by linking Aadhaar and paying the ₹1,000 fee — the PAN becomes operative within 30 days of linking
Consequences of Inoperative PAN
- Higher TDS — Section 206AA: TDS is deducted at the higher of: double the normal rate, 20%, or the applicable rate — for persons with inoperative PAN. For example, bank interest TDS normally at 10% becomes 20%.
- Higher TCS — Section 206CC: TCS collected at higher rates for buyers with inoperative PAN
- Cannot file ITR: An inoperative PAN cannot be used to file an Income Tax Return
- Refunds blocked: Income tax refunds cannot be processed to an inoperative PAN
- Financial transactions blocked: Opening new bank accounts, obtaining loans, applying for new credit cards, buying mutual funds or insurance — all require a valid operative PAN
- TDS credit not available: Even if TDS is deducted, credit cannot be claimed in ITR with an inoperative PAN
How to Link Aadhaar with PAN
- Visit incometax.gov.in → Quick Links → Link Aadhaar
- Enter PAN and Aadhaar number — submit
- Pay the ₹1,000 fee via Challan (ITNS 280) under "Other receipts" before linking
- After fee payment — link Aadhaar on the portal
- PAN becomes operative within 30 days of successful linking
